Director of Community Services and Development

Rick Holden is no stranger to city government and the public utility business. His public service career has spanned over four decades and he’s not ready to quit just yet. Having recently retired as city manager of neighboring Cleburne, Rick has come on board to assist the City of Grandview with its community services and development opportunities. Public works, including street maintenance and automated meter reading are two major projects ahead.  He has served in the cities of Fort Worth, Haltom City, Stamford and Cleburne through the years and also spent about half his career with Lone Star Gas Company, Oncor/TXU, and Atmos Energy through various mergers and acquisitions. His experiences are well suited to help Grandview advance through some much anticipated growth over the next several years.

Holden holds a B.A. in Political Science from UT Arlington and looks forward to working with the City Council and community.  A strong customer service advocate, Rick invites you to share your concerns and visions for Grandview.

Rick and his wife Carrie currently reside at Lake Whitney where they enjoy golf, grandkids and travel in their spare time.
