City Administrator

David Henley serves at the City Administrator with additional duties as the Chief of Police. He has served in municipal governments for over 20 years and has been a chief of police for over 10 years.

David has a Bachelor of Science Degree in Administration of Criminal Justice and graduated summa cum laude with a 3.9 GPA. He has a Master Peace Officer Certification and in 2005 received the TCLEOSE Academic Recognition Award. He is a certified police instructor, firearms instructor, mental health officer and special investigator. In 2009 he graduated from the Institute for Law Enforcement Administration's Management College and earned the Tory Caeti Award for the highest GPA. Prior to his municipal service, he served in retail/corporate asset protection management. Over the years he has attended numerous leadership and management classes. 

David is excited to serve as the City Administrator and Chief of Police for the City of Grandview. 
He is assisted in the administration of the city by City Secretary Rachael Lynch and Director of Community Services and Development Rick Holden.

David has been married for 25 years and has three children.
